Collaborative Stage Manual Download
What is Collaborative Stage (CS)? Cancer stage historically has been collected using three different staging systems having three different purposes, data sets and rules. The American Joint Committee on Cancer , in collaboration with North American standards setters, has developed a unified data set that will combine and standardize the information needed to assign stage in the AJCC (TNM. C61.9 Prostate gland; Note 1: Transitional cell (urothelial) carcinoma of the prostatic urethra is to be coded to primary site C68.0, Urethra, and assigned Collaborative Stage codes according to the Urethra schema. Note 2: The 7th Edition AJCC stage group is derived not only from the T, N, and M categories but also from CS Site-Specific Factor.
For Cases Diagnosed 1/1/2018 and Forward
- Reporting requirements remain the same as for 2015. The CoC’s transition away from use of Collaborative Stage includes the requirement of AJCC clinical and pathologic stage (requirement of both now enforced via edits), SEER Summary Stage 2000, and new Tumor Size Summary and Mets at Diagnosis data items.
- The AJCC Curriculum for Registrars launched in January 2015 and is designed to provide education in a step-wise learning environment complete with additional resources to reinforce the information and webinars with interactive quizzes to prompt discussion and serve as a self-assessment for the information learned.
Beginning with cancer cases diagnosed January 1, 2018 and forward, SEER registries in the United States will be collecting Extent of Disease (EOD) information. The three main data items will be EOD Primary Tumor, EOD Regional Nodes and EOD Mets. Using these three data items, a EOD TNM T, EOD TNM N and EOD TNM M will be derived, along with an EOD TNM Stage Group based on the AJCC 8th edition. SEER has developed a staging database referred to as the SEER*RSA that provides information about each cancer (primary site/histology/other factors defined).

For Cases Diagnosed 1/1/2016 - 12/31/2017
Beginning with cancer cases diagnosed January 1, 2016, cancer registries in the United States transitioned from collecting cancer stage information using Collaborative Stage (CS) to collecting stage using the TNM classification. TNM categories, stage groups, and definitions used by SEER are based on the TNM Classification of Malignant Tumours, 7th Edition. SEER developed a staging database referred to as the SEER*RSA that provides information about each cancer (primary site/histology/other factors defined).

Ambiguous Terminology
The Commission on Cancer (CoC) released an email to clarify the use of ambiguous terminology. SEER agrees with this notice and included the information in the 2018 SEER manual (PDF, 1.4 MB) on page 11.
